Ratepayer Affordability and the Shannon Wastewater Discharge Scheme

Client: Horowhenua District CouncilDate:Author(s):The Horowhenua District Council is proposing to upgrade the wastewater treatment and disposal system in Shannon. This report assessed whether the Shannon ratepayers could afford the proposed upgrade. It examined the demographics of Shannon, including household incomes and labour force status, the relative deprivation of the community and the amount that households paid for their rates. The demographics of Shannon were then compared with New Zealand, and two communities of a similar size and relative deprivation, Kawakawa in the Far North District and Patea in the South Taranaki District.
