BERL completed two reports for the Rates Inquiry looking at  the sustainability and affordability of rates and the measures to address affordability over time.

The reports addressed four issues:

• a definition of affordability and sustainability that applies to rates.

• a critique of the work undertaken by the Local Authority Funding Project.

• the effect of rates on individual and community groups.

• an assessment of government assistance.
