Education New Zealand (ENZ) commissioned BERL and Infometrics to provide an analysis of available data to improve the understanding of changes in the export education market. This is a prerequisite to developing models to forecast the demand for international students in New Zealand.

The analysis is based on data collected from four different organisations, the New Zealand Immigration Services (NZIS), the Ministry of Education (MoE), the Ministry of Tourism (MoT) and Statistics New Zealand (SNZ). An investigation of their datasets was the first stage of this project. 

The project following this was model development, based on the findings of this project.
