Eligibility Assessments for Negotiated Greenhouse Agreements (NGAs)

This project assessed the eligibility for several firms who applied for NGAs as a result of the proposed introduction of a charge on carbon emissions. Eligibility was assessed according to pre-specified competitiveness-at-risk criteria. The criteria required a calculation of a firm’s costs, the proportion of a firm’s costs that were energy related, the impact on forecast profits of the imposition of a $25 per tonne carbon charge, and impact on return on capital employed.
