Economic Impact Assessment of options for Motorway SH20 Avondale Extension

The BERL work assessed the potential effect of each option on regional GDP and employment in the long term. Present market-led changes in industriial development were investigated (including reference to a Market Economics report) and ground-referenced. Work-place employment in Rosebank in 2004 already exceeds the projection in the regional Land Use model for 2021. Consequently the ART projected employment patterns and traffic flows at 2021 are of limited use for this option comparison. BERL therefore investigated in some detail industrial development and other changes in the Rosebank industrial area, and the four lifestyle urban nodes, Avondale, Henderson, New Lynn and Mt Albert. These are the main elements in the broader Rosebank basin.
The motorway impacts on the industrial and urban nodes were determined following the approach proven in a recent ground-breaking study on the M6 Toll motorway in UK. This approach enabled assessment of the impacts caused by the motorway in the different nodes according to their drivetime to the motorway with each option. The Waterview option was assessed to significantly increase potential regional GDP and employment, and the Rosebank option gave a greater increase in regional GDP and employment potential. BERL#4427
