Rating Schemes to Fund the Proposed Upgrade of Carisbrook Stadium

This report describes the broad options that available for introducing a ‘stadium rate’ on Otago ratepayers to partially fund an upgrade of Carisbrook stadium. The object was to produce a range of suitable options for a stadium rate, which could be developed further in relation to the preferences of ratepayers and District Councils throughout the region.

The rating options were developed on the basis of a policy framework, which serves to align the cost (or burden) of the stadium rate upon different ratepayer categories with the benefits these ratepayer categories receive from an upgraded Carisbrook. The costs of two potential rating options were calculated and discussed to assist with the decision-making process.
