Client: The New Zealand Fire Service Commission

Date: May 2005

Author(s): Mark Goodchild; Kel Sanderson; Jason Leung-Wai; Dr Ganesh Nana

This research quantified the scope, scale, and incidence of economic costs relating to fire risk management in New Zealand. The first stage of this research was to develop a conceptual framework covering all fire risk management measures based on a review of the international literature and consultations with local stakeholders. The second stage involved completing estimates of the annual cost of the risk management measures, including an allocation of these costs between the household, commercial, and public sectors.

The total cost of fire risk management in New Zealand is estimated to be about $690-$700 million per annum, or 0.54% of total Gross Domestic Product. The total cost of fire (which includes costs as a consequence of fire) is estimated to be about $1.0 billion per annum, or 0.79% of total Gross Domestic Product.
