This study sought to generate a set of related housing research projects (or a research programme) addressing the relationship between financial circumstances and tenure choices for those New Zealanders in the 18-40 year old cohort.  In particular, the focus was on the requirements to enable an improvement in our understanding of tenure transition and choices and - in this context - the impact of (potential) policy interventions.  In disentangling this topic three broad sets of influences were investigated : financial circumstances, household formation and preferences.
