This project developed a model to investigate the effects of varying birth, death and progression rates of enterprises within each tier in the New Zealand ICT industry.  The impacts on gross output (turnover), value added and employment are calculated under alternative scenarios relating to various policy interventions across the different tiers of the industry.  The model can now be used to investigate further policy interventions, as appropriate.
