The Regional Partnership Programme (RPP) is aimed at supporting regional economic development. This study investigated the capabilities required to successfully deliver economic development in the regions.  The investigation combined knowledge of international best practice with the New Zealand context. Particular examples of the recent New Zealand regional development experience were researched and analysed.
